People on the Move highlights the career advancements of high-level trailblazers working professionally in diverse areas of standardization, contributing every day to the strength and success of the U.S. standards and conformance community.

The National Waste & Recycling Association (NWRA), a member and accredited standards developer of the American National Standards Institute (ANSI), has announced three promotions to top leadership positions within its organization.

Anne Germain has been promoted to the role of chief operating officer and senior vice president, regulatory affairs. She also holds additional responsibilities in operations and financial administration.

Ms. Germain has been with NWRA since 2013, most recently serving as vice president of technical and regulatory affairs. She has nearly 30 years of experience in the waste and recycling industry, including 19 years with the Delaware Solid Waste Authority prior to joining NWRA. Ms. Germain is a board-certified environmental engineer and a Delaware-registered professional engineer.

Jim Riley has assumed the role of chief counsel and senior vice president, government affairs. In this position, Mr. Riley serves as NWRA's top in-house attorney, and oversees federal and state government affairs.

Mr. Riley joined NWRA in January 2018 as vice president, federal affairs and deputy general counsel. Previously, he worked in the government affairs division in the National Sand, Stone, and Gravel Association. Mr. Riley is a registered lobbyist and an attorney admitted to practice law in the District of Columbia, New York, and Massachusetts, and before the U.S. Supreme Court.

Kirk Sander has been selected to fill the role of chief of staff and vice president, safety and standards. Mr. Sander works closely with NWRA CEO Darrell Smith on improving efficiency and expanding the reach and engagement of the organization.

Prior to this promotion, Mr. Sander was NWRA's vice president of safety and standards, a role he has held since August 2018. Previously, he was chief of staff for OSHA, and has worked in the White House, the Department of Interior, Bureau of Safety and Environmental Enforcement, and NASA.
