Identity Verification, a workshop report from the Identity Theft Prevention and Identity Management
Standards Panel (IDSP) calls for the development of an American National Standard on identity verification as a tool to help combat terrorism and identity
theft. Highlights include:
- Identification of vulnerabilities that exist with respect to the issuance of foundational documents used to prove identity,
in particular the birth certificate.
- A discussion of current identity vetting processes for issuing birth certificates, Social
Security numbers and cards, and state issued driver’s licenses / ID cards,
including relevant laws, regulations and proposed regulations.
- An outline of
the plan to develop identity verification guidelines and a summary of the
conceptual approach behind them.
- The envisioned benefits in having a standard.
The impetus for the IDSP workshop was a concern that there are weaknesses in the processes for issuing source credentials used to prove identity. Since agencies typically rely on but do not verify source credentials, there is a loophole where identity theft and fraud can occur.

Measuring Identity Theft, a workshop report from the Identity Theft Prevention and Identity Management Standards Panel (IDSP) addresses how research companies measure identity crime. Highlights include:
- A comparison of how key identity theft and fraud terms are defined in statute and in research surveys with a discussion of why they are sometimes different.
- A catalogue of 166 research studies on identity theft and data breach trends, identity theft protection services and information security solutions, with notes on contradictory research findings, gaps in existing research, and observations on what makes a study useful.
- A recommendation that identity crime research that is publicized or intended to shape public policy should include a lexicon of significant terms and a methodology statement, with specific elements of the methodology statement defined.
The workshop was convened because of a concern that
controversies about research methodologies make it difficult to measure how
well the marketplace is doing in combating identity crime, posing a challenge
to industry, law enforcement and consumers.
