Consumer Product Safety Standards for Nursery Products

Safety standards for nursery products determine safety specifications and performance requirements for infant walkers, slings, toddler carriers, infant bath seats, baby monitors, and booster seats. ASTM International (ASTM) has developed several Nursery Products standards, which are intended to minimize the risk of injuries to children.

Kids in Danger (KID) is a non-profit organization that informs parents and caregivers about the most recent news related to children’s product safety. KID works with federal, state, and local governments in an effort to improve children’s product safety standards and recall procedures.

The Consumer Product Safety Commission (CPSC) has conducted research relating to injuries that were sustained due to safety issues with these products. Here is what the CPSC has found that there have been at least 1,700 high chair related injuries among children under the age of 5 since 2009 and that over 3.1 million high chairs have been recalled since 2007. Additionally, there have been at least 15,800 car seat/carrier related injuries among children under the age of 5 since 2009, and that over 2 million infant carriers have been recalled since 2007. Furthermore, there have been at least 13 deaths associated with sling-style infant carriers over the last 20 years.

Standard Consumer Safety Performance Specification for Carriages and Strollers

1.1 This consumer safety specification establishes safety performance requirements, test methods, and labeling requirements to minimize the hazards to children presented by carriages and strollers as identified in the introduction. Children's products such as tricycles, bicycles, or other similar wheeled products that can be self-propelled by a child are not considered carriages or strollers subject to the requirements of this standard, even if the item has a temporary or permanent handle. 1.2 No carriage or stroller produced after the approval date of this consumer safety performance specification shall, either by label or other means, indicate compliance with this specification unless it conforms to all requirements herein. 1.3 The values stated in inch-pound units are to be regarded as standard. Standard Consumer Safety Specification for Soft Infant and Toddler Carriers

1.1 This consumer safety specification establishes performance requirements, test methods and marking requirements to promote safe use of soft infant and toddler carriers. 1.2 This consumer safety specification is intended to minimize the risk of incidents to an infant from the normal use and reasonably foreseeable misuse of these products. 1.3 For purposes of definition, a soft infant and toddler carrier is a product, normally of sewn fabric construction, which is designed to contain a full term infant to a toddler, generally in an upright position, in close proximity to the caregiver. In general, the child will weigh between 7 and 45 lb (3.2 and 22 kg). The soft infant and toddler carrier is normally worn by the caregiver with a child positioned in the carrier and the weight of the child and carrier suspended from one or both shoulders of the caregiver. These products may be worn on the front, side, or back of the caregiver's body with the infant either facing towards or away from the caregiver. 1.1 This consumer safety specification covers performance requirements, test methods, and marking requirements to promote safe use of frame child carriers. 1.2 This consumer safety specification is intended to minimize the risk of injury to a child from the normal use and reasonably foreseeable misuse of these products. 1.3 For purposes of definition, a frame child carrier is a product, normally of sewn fabric construction on a tubular metal or other frame, which is designed to carry a child, in an upright position, on the back of the caregiver. A frame child carrier is intended for use with a child that is able to sit upright unassisted and weighs between 16 and 50 lb (7.3 and 18.1 kg). The frame child carrier is intended to be worn on the back of the caregiver s body, with the carrier, and thus the child, suspended from both shoulders of the caregiver. 1.1 This consumer safety specification establishes performance requirements, test methods and marking requirements to promote safe use of sling carriers. 1.2 This consumer safety specification is intended to minimize the risk of injury to an occupant from the normal use and reasonably foreseeable misuse of products. 1.3 For purposes of definition, a sling carrier is a product of fabric or sewn fabric construction, which is designed to contain up to two (2) children in an upright or reclined position while being supported by the caregiver's torso. Sling carriers are normally used from full-term birth to 35 lb (15.9 kg) unless the manufacturer indicates that a higher weight limit is allowed. Note 1: Slings consist of a variety of unstructured designs ranging from a hammock-shaped product suspended on the caregiver's upper torso to a long length of material wrapped around the caregiver's body. 1.4 The sling carrier is normally "worn" by the caregiver, and thus the child is supported from one or both shoulders of the caregiver. 1.1 This consumer safety specification covers establishment of requirements, test methods, and marking requirements to promote safe use of an infant bouncer seat by an occupant and a caregiver. 1.2 For purposes of this consumer safety specification, an infant bouncer seat is a freestanding product intended to support an occupant in a reclined position to facilitate bouncing by the occupant, with the aid of a caregiver or by other means.
