Accessibility Regarding Technology

Technology accessibility standards focus on technology in regards to ability and disability and how to make technology more accessible with some regard to the physical components or to the software and technology itself. Specific categories detail for certain disabilities in regards to e-learning, personal computers and software. They are applicable to people with different types of ability. These standards cover a variety of topics, including the ergonomics of human-system interaction and information technology. These standards not only help developers create products more accessible to those who live with disabilities, but also young children and the elderly. Such knowledge can be applied to e-learning, education about computer hardware, website development, office equipment, and even electric toasters.


ISO 9241-20:2021

Ergonomics of human-system interaction - Part 20: An ergonomic approach to accessibility within the ISO 9241 series

This document provides: a) an introduction to the importance of accessibility to human-system interaction; b) a discussion of the relationship of principles within the ISO 9241 series and accessibility; c) descriptions of activities related to the processes in ISO 9241-210 that focus on accessibility; d) references to standards relevant to the accessibility of interactive systems.


ISO 9241-171:2008

Ergonomics of human-system interaction - Part 171: Guidance on software accessibility

ISO 9241-171:2008 provides ergonomics guidance and specifications for the design of accessible software for use at work, in the home, in education and in public places. It covers issues associated with designing accessible software for people with the widest range of physical, sensory and cognitive abilities, including those who are temporarily disabled, and the elderly. It addresses software considerations for accessibility that complement general design for usability as addressed by ISO 9241-110, ISO 9241-11 to ISO 9241-17, ISO 14915 and ISO 13407.

ISO 9241-171:2008 is applicable to the accessibility of interactive systems. It addresses a wide range of software (e.g. office, Web, learning support and library systems).

It promotes the increased usability of systems for a wider range of users. While it does not cover the behaviour of, or requirements for, assistive technologies (including assistive software), it does address the use of assistive technologies as an integrated component of interactive systems.

It is intended for use by those responsible for the specification, design, development, evaluation and procurement of software platforms and software applications.


ISO/IEC 10779:2020

Information technology - Office equipment - Accessibility guidelines for older persons and persons with disabilities

This document specifies accessibility guidelines to be considered when planning, developing and designing electrophotographic copying machines, page printers and multi-function devices. These guidelines are intended to improve accessibility required when primarily older persons, persons with disabilities and persons with temporary disabilities (hereafter referred to as older persons and persons with disabilities) use office equipment.


ISO/IEC 24751-1:2008

Information technology - Individualized adaptability and accessibility in e-learning, education and training - Part 1: Framework and reference model

ISO/IEC 24751 is intended to meet the needs of learners with disabilities and anyone in a disabling context. ISO/IEC 24751-1:2008 provides a common framework to describe and specify learner needs and preferences on the one hand and the corresponding description of the digital learning resources on the other hand, so that individual learner preferences and needs can be matched with the appropriate user interface tools and digital learning resources.


ISO/IEC 24751-2:2008

Information technology - Individualized adaptability and accessibility in e-learning, education and training - Part 2: Access for all personal needs and preferences for digital delivery

ISO/IEC 24751-2:2008 provides a common information model for describing the learner or user needs and preferences when accessing digitally delivered resources or services. This description is one side of a pair of descriptions used in matching user needs and preferences with education delivery (as described in ISO/IEC 24751-1).

ISO/IEC 24751-2:2008 discusses the basic principles adhered to in developing this model for describing personal needs and preferences. It explains: the rationale for using a functional approach to describing needs, possible methods of creating a personal needs and preference statement, the major groupings of needs and preferences within the standard, the use of different needs and preferences statements in different contexts, how needs and preferences can be ranked with respect to priority, and the use of generic and application-specific needs and preference specifications.

It contains the information model for ISO/IEC 24751-2:2008, including the attribute, allowed occurrence and datatype of each element. It defines and describes how the terms in the information model should be used.

Conformance to ISO/IEC 24751-2:2008 is discussed. Conformance is dependent on the role played by the conformant technology. Conformance requirements for both education delivery applications and alternative access systems are explained.

ISO/IEC 24751-2:2008 provides

  • a consolidated list of all the terms defined in ISO/IEC 24751-2:2008, sorted in French alphabetical order,
  • the ISO French language equivalent terms and definitions, and
  • the codes representing the gender of the French terms.

The vocabulary codes, values and associated rules of application are defined. An informative list of recommended default values for the learner preferences and needs is provided.

It lists existing bindings of the IMS Learner Information Package Accessibility for LIP - Version 1 [ACCLIP] that serves as the reference specification for ISO/IEC 24751-2:2008.

It describes information scenarios for applying ISO/IEC 24751-2:2008 and gives informative implementation examples.

Use of ISO/IEC 24751-2:2008 will assist in matching individual learner needs in a computer mediated learning environment with the necessary user interface and resources needed to meet those needs.


ISO/IEC 24751-3:2008

Information technology - Individualized adaptability and accessibility in e-learning, education and training - Part 3: Access for all digital resource description

ISO/IEC 24751-3:2008 provides a common language for describing digital learning resources to facilitate matching of those resources to learners' accessibility needs and preferences (as defined in ISO/IEC 24751-2). This description is one side of a pair of descriptions used in matching user needs and preferences with education delivery (as described in ISO/IEC 24751-1).

ISO/IEC 24751-3:2008 discusses the basic principles adhered to in developing this model for describing digital learning resources. It explains: the assumptions made in developing ISO/IEC 24751-3:2008, the notion of an original and adapted resource, the major categories of metadata for original and adapted resources, the notion of an access mode for a resource, what is meant by adaptability, and the importance of interoperability and the role played by consistent implementation in interoperability.

It contains the information model for ISO/IEC 24751-3, including the attribute, allowed occurrence and datatype of each element.

It defines and describes how the terms in the information model should be used, and explains how ISO/IEC 24751-3:2008 can be extended.

It discusses conformance to ISO/IEC 24751-3. Conformance is dependent on the role played by the conformant technology. Conformance requirements for both education delivery applications, resources and metadata authoring tools are explained.

ISO/IEC 29136:2012

Information technology - User interfaces - Accessibility of personal computer hardware

ISO/IEC 29136:2012 provides requirements and recommendations for the accessibility of personal computer hardware, to be used when planning, developing, designing and distributing these computers. While it does not cover the behaviour of, or requirements for, assistive technologies, it does address connectivity of assistive technologies as an integrated component of interactive systems. Some requirements or recommendations in ISO/IEC 29136:2012 require software support; however, requirements and recommendations that solely focus on software are not included in ISO/IEC 29136:2012.


ISO/IEC 20016-1:2014

Information technology for learning, education and training - Language accessibility and human interface equivalencies (HIEs) in e-learning applications - Part 1: Framework and reference model for semantic interoperability

ISO/IEC 20016-1:2014 states the principles, rules and metadata elements for specifying language accessibility and Human Interface Equivalents (HIEs) in e-learning environments. It is structured to be able to support the requirements of applicable jurisdictional domains and in particular that of the UN Convention on the Rights of Persons with Disabilities.


ISO/IEC 40500:2012

Information technology - W3C Web Content Accessibility Guidelines (WCAG) 2.0

ISO/IEC 40500:2012 [Web Content Accessibility Guidelines (WCAG) 2.0] covers a wide range of recommendations for making Web content more accessible. Following these guidelines will make content accessible to a wider range of people with disabilities, including blindness and low vision, deafness and hearing loss, learning disabilities, cognitive limitations, limited movement, speech disabilities, photo-sensitivity and combinations of these. Following these guidelines will also often make your Web content more usable to users in general.

WCAG 2.0 success criteria are written as testable statements that are not technology-specific. Guidance about satisfying the success criteria in specific technologies, as well as general information about interpreting the success criteria, is provided in separate documents.

An overview of WCAG 2.0, the WCAG 2.0 standard, technical and education material supporting implementation of WCAG 2.0, and information on translating WCAG 2.0, are freely available from http://www.w3.org/WAI/intro/wcag#iso.


ISO/IEC 29138-1:2018

Information technology - User interface accessibility - Part 1: User accessibility needs

This document identifies a collection of user accessibility needs that diverse users have of ICT systems to make these systems accessible to them. Each user accessibility need might be required of a system by an individual. Different users can have different sets of user accessibility needs in different contexts.

While this set of user accessibility needs was developed for the domain of ICT, many of the user accessibility needs in this set also apply in other domains.

This document does not provide requirements or specific processes and methods for the application and evaluation of user accessibility needs. However, it could inform the development of such requirements (see 5.4).

This document is not designed for certification purposes or regulatory or contractual use.

The user accessibility needs in this document are intended to inform and encourage those responsible for accessibility to go beyond the minimum provisions of accessibility legislation and regulations.


ISO/IEC TR 29138-2:2009

Information technology - Accessibility considerations for people with disabilities - Part 2: Standards inventory

ISO/IEC TR 29138-2:2009 identifies a collection of documents (which it refers to as standards even though they encompass more than traditional ISO and ISO/IEC standards) that provides guidance on meeting the needs of people with disabilities. While its primary audience is standards developers, it can also be helpful for developers of information technology products and services, policy makers, procurers and for accessibility advocates to consider.

In addition to identifying user needs, ISO/IEC TR 29138-2:2009 identifies problems that people with disabilities experience with information technologies that lead to these user needs and identifies the relationship of these user needs with the accessibility factors for standards developers to consider found in ISO/IEC Guide 71: Guidelines to address the needs of older persons and people with disabilities when developing standards.


ISO/IEC TR 29138-3:2009

Information technology - Accessibility considerations for people with disabilities - Part 3: Guidance on user needs mapping

ISO/IEC TR 29136-3:2009 provides guidance on the mapping of the set of user needs with the provisions of a particular standard, technical report, or set of guidelines. It provides both basic guidance that should be used for all user needs mapping and optional guidance that may be added to the basic guidance.

User needs mapping is a voluntary activity intended to help improve accessibility for all users and in particular for users with special needs that might otherwise be overlooked. User needs mapping is not intended to be used to evaluate, certify, or otherwise judge a given standard or set of guidelines.


ISO/IEC TR 13066-2:2016

Information technology - Interoperability with assistive technology (AT) - Part 2: Windows accessibility application programming interface (API)

ISO/IEC TR 13066-2:2016 specifies services provided in the Microsoft Windows platform to enable assistive technologies (AT) to interact with other software. One goal of this part of ISO/IEC 13066 is to define a set of application programming interfaces (APIs) for allowing software applications to enable accessible technologies on the Microsoft Windows platform. Another goal of this part of ISO/IEC 13066 is to facilitate extensibility and interoperability by enabling implementations by multiple vendors on multiple platforms.

ISO/IEC TR 13066-2:2016 is applicable to the broad range of ergonomics and how ergonomics apply to human interaction with software systems.


ISO/IEC TR 13066-3:2012

Information technology - Interoperability with assistive technology (AT) - Part 3: IAccessible2 accessibility application programming interface (API)

ISO/IEC TR 13066:2012 provides an overview to the structure and terminology of the IAccessible2 accessibility API.

It provides:

  • a description of the overall architecture and terminology of the API;
  • further introductory explanations regarding the content and use of the API beyond those found in Annex A of ISO/IEC 13066-1;
  • an overview of the main properties, including:
    • of user interface elements,
    • of how to get and set focus,
    • of communication mechanisms in the API;
  • a discussion of design considerations for the API (e.g. pointers to external sources of information on accessibility guidance related to using the API);
  • information on extending the API (and where this is appropriate);
  • an introduction to the programming interface of the API (including pointers to external sources of information).

It provides this information as an introduction to the IAccessible2 API to assist:

  • IT system level developers who create custom controls and/or interface to them;
  • AT developers involved in programming "hardware to software" and "software to software" interactions.


ISO/IEC TR 13066-4:2015

ISO/IEC TR 13066-4:2015 provides an overview to the structure and terminology of the Linux/UNIX graphical environments accessibility API.

It will provide the following:

- further introductory explanations regarding the content and use of the API beyond those found in ISO/IEC 13066‑1:2011, Annex A;

- an overview of the main properties, including

  • - of user interface elements,
  • - of how to get and set focus, and
  • - of communication mechanisms in the API;

- a discussion of design considerations for the API (e.g. pointers to external sources of information on accessibility guidance related to using the API);

- information on extending the API (and where this is appropriate);

- an introduction to the programming interface of the API (including pointers to external sources of information).

It will provide this information as an introduction to the Java API to assist the following:

ISO/IEC TR 13066-6:2014 provides an overview to the structure and terminology of the Java accessibility application programming interface (API) It will provide:

  • A description of the overall architecture and terminology of the API;
  • Further introductory explanations regarding the content and use of the API beyond those found in Annex A of ISO/IEC 13066-1;
  • An overview of the main properties, including of:
    • user interface elements;
    • how to get and set focus;
    • of communication mechanisms in the API;
    • a discussion of design considerations for the API (e.g. pointers to external sources of information on accessibility guidance related to using the API);
    • information on extending the API (and where this is appropriate);

"IEC/TR 62678:2010(E) provides information on accessibility and usability terms, activities, completed and ongoing standards, technical reports, projects, and specifies user needs that may or may not apply to audio, video and multimedia systems and equipment. Comments about demographics and public policies are included. A checklist of accessibility and usability considerations is also included. Industry experts may or may not apply this information when they evaluate opportunities to integrate support for accessibility and usability in their work. "


IEC/TS 62835 Ed. 1.0 en:2015

Electric toasters for household and similar use - Methods and measurements for improving accessibility

IEC TS 62835:2015(E) contains accessibility recommendations to enable the use of toasters by older persons and persons with disabilities. It provides guidance to achieve more accessible toasters. This Technical Specification provides test methods and data that support accessible design. This Technical Specification gives guidance to apply ISO/TR 22411 and ISO/IEC Guide 71 to the design of toasters and to IEC 60442. It does not deal with safety issues nor cover toasters for professional use.
