Postal services - Quality of services - Measurement of the transit time of end-to-end services for single piece priority mail and first class mail

This document lays down procedures for measuring the "end-to-end" lead time of priority individual parcels (SPPM) in domestic and international traffic, which are collected, processed and delivered by postal service operators. The procedures used shall apply representative samples for the end-to-end lead time survey for all types of addressed individual consignments, with priority with defined quality of service offered to the customer. This document applies as a priority to the measurement of the "end-to-end" lead time of postal services. The standardised quality of service measurement method provides a uniform procedure for measuring the "end-to-end" lead time of postal items.
